Can a foreigner sign up for SUS?

I've lived here for a year. The only time I've been to the UPA was a few years ago and I was a tourist. Tourists can access emergency services, but I haven't found information about actually signing up for SUS and getting the cartão do SUS. Does anyone know if it's possible and, if so, has anyone done it?
