If good deeds lead to higher rebirth, then why are there so many bad people?

If having good karma leads to higher rebirth, then why do we see so many bad people? I understand that people lose memory of their previous lives, but I was under the impression that you carry certain tendencies through lives. For example if you were an animal that accumulates good karma somehow, then I’m guessing you could be born as a good human. My assumption is that you were a good being before, you’d be a good being after. Yet we see so many humans (human life being a higher realm) acting poorly.
