Landmarks or Kingdom

Should I focus more on leveling up the landmarks that help my cookies in HP crit and attack or focus more on leveling up my kingdom . Asking because I been noticing the amount of materials to upgrade my kingdom has been going towards my landmarks and I wanted to know whether I was making a mistake or not
