Black or blonde?

I'm currently debating whether or not to go blonde again (currently I have my natural color which is black). When I was blonde some years ago my hair was significantly longer; if I choose to go blonde now, my hair is the length of my last pic. Will shorter blonde hair suit my style (clothing/tattoos/makeup) more than my current black hair? And is it worth the upkeep (bleaching the roots every month, intensive hair care etc) and the money to go blonde? Or should I wait until my hair is longer to go blonde? I literally cannot decide, need help and opinions
