Really unprofessional move by HR

I recieved a call from a start up regarding a design role. At first they toom more than a week to review my portfolio (which is fine) and then theycall me for a face to face interview. I live in a different city and told him to conduct the inteeview offline. He tol me that this would be final round and they will confirm by the end of that day only.

So i tralled and did the interview. During the process the manager told me that they did not know about all of this and didnt really made such commitments to HR. Then the requests to wait for a day he will DIEFINITELY confirm everything. It has been days i am still waiting. I have been calling him he is just delaying.What should I do? I am a little desparate for a job....
