Does the tier of dungeon affect legendary smashing?

I'm not a new player, but after several hundred hours, I'm actually looking at smashing some legendaries for the first time. The only question is - does the tier of Sanctum affect the smashing in any way? I don't want to realize after the fact that I got the worst affixes because I did a tier1 dungeon or somehting.
