Do other leagues reduce rosters in the older divisions?

Do leagues that are smaller and only have one team in the older divisions reduce their roster sizes? There are 17 kids on the intermediate (5070) team. That is not enough for two teams, but too much for one.

Minimum playing time is going to be a nightmare for the coach. I know that Little League is about all kids participating but a couple of these kids are first-year players.

They are seriously 5-6 years behind the rest of the kids in skill levels and I worry about their safety as something as simple as playing catch was too much for them.

I guess I am just wondering if giving their parents a refund is something that happens in Little League or would be unheard of.
