I saw in Tustin MC, just letting people hang out all day?

Got there yesterday at 7:45am, I was it looked like 10th in line until right before 10am then suddenly I was 20th? (neat.) Left and went to do some other chores. Randomly popped back in a few times and every time there were 4-6 guys just hanging out next to the Build section. Every time I walked back in they were there, hanging out and not at all even acting like they weren't just waiting for the 50 drop.

Is this allowed? i heard stories of people being kicked out. It just makes it so even if I waited around the area and saw they were in stock... these guys would nab the first ones anyway.
