HH Offset

So from what I can see only certain HHs can use offset attacks? What's the point in having that on the weapon if only certain weapon trees have access to it? This is really frustrating, I love the new mechanics, especially offset attacks, but it being locked not only to a few specific weapons, but also with HH, a few specific weapon trees? Am I missing something?
