Eyes feel like they’re lagging?

Does anyone else sometimes feel like their eyes are lagging? Like their eyes move but the vision takes a bit to catch up..? It’s so hard to explain exactly how it feels. I do already have eye pain and dry eyes, but this “lagging” feeling is pretty new.
