Resistance: Fall of Man/Resistance 2

So I understand why Motorstorm and Motorstorm Pacific Rift will never be available. I understand why LBP and LBP 2 will never be available. Those games all had licensed music for their soundtracks. I know MGS4 will never appear because of all the licensed product placements.

But why, why have Resistance FoM and Resistance 2 never appeared on PS Now or PS Plus Premium for PS4 and PS5? Someone make sense of this for me. The third game has been for years but not the first two? And Resistance Retribution was just added last Tuesday. I don’t recall any licensed music or product placement in either of the first two Resistance games.
