Can't install apk on existing version of Bluestacks error

I got the above error, then i installed the latest version of bluestacks, then i still get the same error. Even with the apk do i need to create a Canadian google playstore account and switch to the canadian store? VPN is on (windscribe) I also copied the obb file into the folder thanks
