How to hire vets that actually know what to do

So basically I’ve opened a vet clinic and I’m at 3 stars, but the issue is the vets I have as staff are awful, they take so long to do their examinations and half the time they just stand around for ages, is there a quick way I can hire staff that’s actually good?
