Anyone else think we should be able to colonize worlds with very primitive Pre-FTL civilizations on them?

It just makes sense to me.

Why on earth would a xenophobic and/or authoritarian civilization have any respect whatsoever for the sovereignty of a bunch of random cavemen mollusks who just so happen to live in a nice Gaia world?

Why would such a government have any moral qualms whatsoever about settling a world filled with native primitives?

I mean, sure. The game lets you straight up just militarily invade them and conquer them…but that assumes that your empire even considers these primitives to be people who have the sovereignty that would be required to militarily invade them, instead of just animals or lesser beings incapable of owning property.

A much better representation of how I believe such an empire would treat these primitives would be to just send a colony ship to settle this planet, with complete and utter disregard for whatever the natives have to say abt it. After you have established a colony the native pops could have a job type that you have no control over, similar to criminals, called “natives” or something like that. Then there would be many flavorful events where you get to decide how to best handle the native pops on the planet, ultimately ending with you either integrating them into your society or enslaving/exterminating them.
