Canadians (and other non-US) - am I missing something here? Anyone get the tour book “online”?

What does “available online Nov 30” actually mean? Target doesn’t ship to Canada - is it coming on her official site sometime today? I mean cool that Americans could buy it in person yesterday AND Target online today, but what about the rest of the world?
