Why scooties are expensive these days

Hi Bondhas, Thought of buying scooty but almost majority scooties are over 1 lakh, I don't feel scooties are worth over 1 lakh, what are your best suggestion to buy scooty or is it better to go for a bike increasing the budget a bit more. I mainly use it for city commute.
