How rare are hackers?

Im playing a surprising amount of games against hackers that don't lose life to normal bloons. Also the impossible amount of ocean obyn totems they have on screen, or them freezing their screen so I can't send bloons.

So I'm asking myself, how much of a problem is this? Am I just unlucky or is this common?
