Problems with shaving

Does anybody have advice to avoid ingrown hairs and bumps with shaving legs and other areas? Ive tried shaving and got bad rashes and bumps. Ive tried nair and had bad allergic reactions and I’ve been using an epilator for a while and that gives me so many ingrown hairs.
