What time did the bombs drop?

Is this a goof in the show or is my memory just bad? This is so totally not a big deal but my brain won't let it go, so I thought I'd ask you folks that most definitely probably know better than me.

I'm replaying FO3 right now (for the first time in like 8 years, and wow, it's still great! I forgot how much I loved it!) and noticed that all the clocks were frozen at 9:50ish, so presumably that's when the bombs dropped. This is in the DC Capital wasteland, so eastern time zone.

I remember from FO4 that in the very beginning, before the bombs dropped, the husband and wife were talking about spending the day at the park with Shaun. Since Boston is the same time zone as DC, this would make it 9:50ish in the morning, instead of 9:50ish at night.

But in the show, Cooper is doing the birthday party gig in Los Angeles, and pacific time is 3 hours earlier than eastern, so it would have been 6:50ish in the morning. And that doesn't ring for me, a birthday party that early in the day.

So was this just artistic license or did the bombs drop at totally different times of day in different areas of the country? (FO3 & 4 are the only ones I played, except the first one so long ago I have almost no memory of the storyline, lol). Sorry if it's an insignificant nitpick, just my brain won't shut up about it.
