Assets are buggy for me

Having an issue where a large amount of assets in the game flicker constantly, lowering my fps to 15. Game crashes every 10-15 minutes, especially when entering buildings. Recently built a new PC with a much better graphics card but not sure if that is the issue. Only NV has this issue, none of my other games bug out like this.
