This is the plague bearer. I imagine Hazmat's backside to be a storage container for Flood spores. This is especially noticeable if you get the armor effect from the pass. I'm not sure how lore friendly it is, but I like it. I see it as an attempt by UNSC engineers to create a suit capable of cleaning Flood affected areas with minimal risk. Unfortunately, it's only a matter of time when the floodgates open.
