Thoughts on this interaction ?

I (30s m) was walking towards Liverpool St Station yesterday and I overheard/spotted a 40s woman carrying lots of bags say "excuse me" to a man who was walking past her. He carried on walking.

I was under the impression that maybe she was lost or had a question or needed something, so I stopped and said "do you need any help?"

She said "what?"

"I said did you need any help?"

Her: "I said did you need any help?"

Me: (confused) "Oh right okay"

Her: "OH RIGHT OKAY"

I promptly walked away and was confused by the whole interaction.

I was trying to be helpful and instead she decided to just repeat what I said back to me and raise her voice. It made me feel very confused.

It was playing on my mind and I'm trying to work out if I had somehow made her feel uncomfortable.
