Authorized reseller charging extra for installing OS

Was buying Macbook air M1 and was told at the store that I need to pay extra (quite a lot) for them to install operating system because apparently, it doesn't come pre-installed. Is this true? As I know all macbooks come with OS installed. Is this something an authorized reseller is allowed to do?
