Is 208% widowhail good enough for Pconc?

Hi, i tried doing pconc in hcssf but really struggled, rerolled as a witch but im kinda hating the playstyle.

I found a widowhail with 208% bonus to quivers and i just want to know

Is this enough for the pconc build to be okay? Or am i reaaally missing out?

If its good enough for me to run trough the campaign i can always upgrade to a better one later.
