pc won't turn on when aio is screwed

I just cleaned my brother's pc and had to remove his aio but when I screw it in the pc turns on but won't start, but it starts when I unscrewed the aio but the CPU overheats quickly. I only screwd it until I felt small tension. Is this CPU or motherboard problem.
