75F seems warm for a meat fridge?

My local grocery store (which has been open for about 2 years) has a refrigerator across from the butcher. Recently I notified the thermostat reading a very high number. When I touched the meat, it was not cool to the touch either.

I brought it up to a manager and the butcher himself separately and they both said yeah they thought it was strange too but a tech came out and said it was normal. That the cases go into a heater mode to prevent them from freezing over. They assured me that it was safe.

I’ve yet to pull anything out of this fridge since I’ve noticed this. It has been going on a for a few weeks now.

I get it needing to adjust to prevent freeze over, but when nothing inside the box is cold, that just doesn’t seem safe to me.
