90s Hello Kitty Song?

i just wanna start off by saying I already posted this in r/WhatsThisSong but i was hoping maybe someone here would know? i'm trying everything i really do want to know and uncover this :))

A few years back i was looking around the internet for old Sanrio-related pc stuff. I found this website (which is a really fun look around btw its so kitsch and ugly and i love it) and i downloaded this theme from it. after i got the theme to work on my pc, i heard the most beautiful startup sound in the world which takes us to where we are today. i think its from an 90s/80s hello kitty show or movie, most likely an opening based off how it sounds. It might be in japanese, but that might just be the low quality audio drowning out the words. if you have any info on this pleaseeee let me know as i am actually so curious and dying to know what the full song sounds like </3 thank you so much for your help!!
