Burt Invented The Severence Procedure

I know it’s said that one of Helena’s ancestors created the procedure but, i think it could be Burt who invented it. That’s why he has worked at Lumon for 20 years, 8 years researching/discovering the procedure and then maybe he’s kind of been a permanently put down there to make sure things stay on track, like a shephard. Could explain why he was head of O + D as they were the ones who designed all the paintings and decor which would help keep the innies subdued and submissive.
