Low fps after moving to new pc

So i moved all my games and stuff to a replacement laptop the other day, and i backed up my mods as a collection so i could just redownload them all easily, but after i got everything running, my game is running around 45-50 fps where before i had a consistent 60. the specs aren't different, it's the same exact laptop, so i have no idea what the issue is lol
