Is there any software that allows me to write text on a moving object in a gif?

Hope you're having a good new year thus far. I have a gif that I made at EZgif. I would like to write text on an object throughout the gif. As an example, if a bird is moving around throughout the 6 second gif, I was looking to see if I could write something on it where it stays throughout.I have a chromebook..
