Best missile setup for a gladius?

Title says it all, which missile type is best for pvp? Should I swap out the single size three missile racks for size 2s or 1s? Somebody recently told me that infrareds aren't so bad these days, but most have advised me to stick to EM. If they're actually useless in PvP, should I just go with a full size 1 IR loadout for killing PvE bounties?
