We are unable to verify your payment method, anybody know how to fix this, I'm trying to sell a Stanley cup

I'm trying to sell a Stanley cup and I was able to enter in my card details to sell 2 of them a couple of days ago. Now I'm trying to sell another and it says we are unable to verify your payment method. I contacted support and support said when I mentioned do I need to have money on said card and she said yes cause they need some on there so if it fails verification they can charge me a $15 fee. I added $37 to it today and it still says the same thing
