What is a sleep bomb?

So I leveled up on the global with a vpn while I wait for the eu release and have been watching guides and stuff and I keep hearing "sleep bomb" mentioned. What is this? Is it exactly as the name describes? A sns/wand goes in and mass sleeps people and they get nuked? Thank you for the responses in advance.
