Why isn't there more outrage about the international aid cuts?

I remember back in 2021 when the Johnson government cut the international aid budget there was a lot of outrage from a lot of different people (civil society, media, MPs from all sides, etc.) Now that the Starmer government has cut the aid budget there is a bit of outrage here and there but it really doesn't feel on the same level. Why is that?
