Can't join M+16

I've been trying to join 24/7 to M +16, but it seems like no one is letting me join them and dont know why. Also i've been trying to run my own key, but i can be waiting all day and healer/tank wont appear so im in the same spot than before. My Ilvl is 456 so i dont think thats quite the problem so why does this happens?
